The Coastal Commission denied an Amendment to the Port's Master Plan under the premise that Port is not upholding the Coastal Act that requires: "lower cost visitor and recreational facilities shall be protected, encouraged, and, where feasible, provided. Developments providing public recreational opportunities are preferred." The Port wants to construct a luxury hotel on public trust lands that would not be considered low-cost, nor help facilitate recreation and public access. Fortunately, the Commission sent the Port back to the drawing board.
