Urge the Carlsbad City Council to deliver a deathblow to single-use plastic foodware
The Carlsbad City Council unanimously adopted a Sustainable Materials Management Implementation Plan on Dec 14, 2021. The comprehensive plan not only addresses organic waste, it includes a road map of recommended single-use plastic reduction measures.
The first of these measures is a single-use plastic foodware reduction ordinance.
The draft is available below and on the City’s website for review, with a first round of public comments accepted until Thursday, March 18.
After the comment period, city staff plans to present the ordinance to the City Council for a vote on Tuesday, April 5 (date to be confirmed).

The ordinance, summarized
The Single-Use Foodware Reduction Ordinance includes the following:
- A ban on single-use plastic foodware and polystyrene by July 2023. Only reusable or compostable (i.e., accepted for collection in the city’s organic materials collection program) will be allowed. This language goes above and beyond State law and would be the strongest of its kind in San Diego County.
- “Skip the Stuff” — based on California AB-1276, requiring that restaurants and food delivery services provide single-use straws, condiments, utensils, etc. only upon request. The implementation date for Carlsbad is June 2022, which is in alignment with the State law.
